HP 2600CN Continuous Initializing

I replaced the fuser assembly and forgot to connect the drive motor when I reinstalled. Of course when I went to print the paper jamed. I have since rechecked all connections and very things is correct. I now get an "Initializing" message which never goes away, thus I do not get to a ready state. I've noticed a few questions posted on the web with type of problem but have not seen a solution. I've tried to reset to factory defaults and to run 2nd secondary tests, no change. Printer has been left powered on for many hours with no change. Upon power up, the fuser assembly goes through a cycle and then then unit just stops with no more sounds with initializing.

Any ideas? Does anyone have a copy of the service manual?

have you checked all connections to the formatter?
 
I'm not sure what a "formatter" is? If you mean the fuser assembly itself, yes. I've taken it appart a couple of times now. I have checked and rechecked, using a high light to ensure I can see everything. When the unit powers up the fuser cycles, the gears on the right turn. But there is a clicking sound, a clutch within the assembly.
 
I found out what a formatter is? No I did not remove this part. I've cheked all connections to it and they seem fine.
 
Now that I have the service manual, things make a little more sense.

From the timing charts I can see that the main motor and fan are to be energizer at the .4sec before the fixing/delivery motor is energized. However, what is happening is the fixer/delivery motor is running and no main motor or fan.

I've remove a couple of labels which had been stuck in the intake area, wrapped around the rollers.

I guess I need to determine if the unit thinks it is still trying to eject a page or that some sensor is not making to tell the main motor and fan to turn on.

Any ideas?
