Howto grant user add computer to domain

Hi All.
I have user = A and I would like to grant A(user) that have permission to join computer to domain .

all domain users have the right to add 10 pcs to the domain,

more than that, you'll need to rune the delegation of admin wizard and grant your user/group the right to add PCs to the domain, it is an option in the wizard i think...

I done but sometime i can join to domain and some time i can not join its. I would like to create user and group for join cpmputer to domain only.
every one have godd ideas.
