How to VPN

I have cable isp, IP address xxx.xxx.xx.xx,
From cable modem to routerm internal ip 192.168.1.254.
Two systems, one a server adress 192.168.1.x running W2K SERVER. On the server is accounting software, which is what I want to use over the VPN.
How do I setup each stage?

Is the router a VPN host? Or VPN pass-through?

If host, configure router to accept VPN client connections. Install correct client software, and set to connect to router.

If pass-thru, configure Win2K server as VPN host and set router to pass-thru VPN traffic to server. Install correct client software, and set to connect to server. (No client needed if using MS PPTP on Win2k or newer OS.)
