How to view other users mailbox (outlook 2003)

I want to be able to view another users maibox. I got to the point that im able to see the mailbox in my folder list.
When I click to expand i get "Unable to display the folder. Microsoft Office Outlook could not access the specified folder location." I also go to File--> open --> other users folder --> type the users name and I get "Unable to display the folder. The inbox folder could not be found". I know its a rights issue but where do I set those rights. The mailbox that I want to view is a dummy profile, only used to view e-mails. So loging in as that users and doing it from its outlook its not an option. I want to set those rights in Active Directory in the exchange server. Is anybody familiar with this? Im I doing something wrong here. Any comments would be appeciated. Thanks Guys
 
On the Exchange Server, go to Active Directory and open the properties for the user who's mailbox you want to view.

Click on Exchange Advanced Tab | Mailbox Rights | Add

Add the user you want to view this mailbox and check the box next to Read Permissions and Full mailbox access.

Once you've done this, you should be able to use the Open Other User's Folder option inside of Outlook and see this user's inbox.
