how to use a full export to move a database

I have a 9i database on a Win2000 server. I want to move that database to a new 10g database on a Win2003 Server. The database is not that large but there are a large number of public synonyms, roles and grants that would have to be recreated if i do a schema export and import. What really happens when you do a FULL database import? Would a FULL import risk causing problems with my new database? or does the FULL database simply skip objects when it encounters existing objects, etc?
