How to setup a mailbox w/o a physical ext (BCM 3.6/Callpilot)

I have setup a mailbox and it works if accessed from the outside. However if you dial the extension from the inside I get a fast busy on the first digit dialed. If I set it up on the auto-attendant, and press the number to access the extension, you receive the message "The person you dialed is not available".

Is this possible?

You can't dial it from internally since it isn't an active phone. You can compose a message to that mailbox (F980), or transfer a caller to that mailbox (F986), but can't dial it directly. It can be dialed from an auto attendant though. If going through a CCR tree, make sure the option is a mailbox option and not a transfer.
