Keep in mind that the cellular providers will have to specifically "white-list" you before messages will actually go to a phone.
Several networks and phone companies offer a service that lets you upload a message to their server, and they forward it to the relevant subscriber. The mechanics (and the fees) vary with the company.
If you want a recommendation, you will need to tell us which country or region you expect to be operating in (that is, the one where your recipients are located). As far as I know, any solution will be country-specific.
