For anyone trying to figure out how to send HTML emails from Outlook 2003:
Apparently Outlook 2003 has a weird little feature under Tools > Options > Mail Format that lets you compose messages with *Microsoft Word formatting*. I can't imagine why this feature exists, or why it seems to default to being turned on. However, when it's on, Outlook uses Word formatting to compose messages, which apparently causes HTML tables to fall apart, making your email look like junk. When I disabled that feature, I was able to send my HTML email without any trouble from Outlook 2003!
