on ripe.net you can enter the IP and you can see how own this IP. It still doesn't give you a lot of info where the person actually is. Maybe the country where the person is in.
You can do a whois on any IP range and see who it's registed to and where they are located but it still doesn't tell you where that IP address is *actually* in use. It's more of a guess.

Yeah, with IPv4, the whole Lat-Long Geographic tracking of addresses is still hit and miss. The database is pretty much dependant upon what ISP is using what subnets and then going by the city the ISP is in and assuming the user is there as well.
Once IPv6 is fully out, it'll be much easier to track people down. But that's probably at least another week or so away.
