How to restrict a phone from making long distance calls?

I have a Norstar phone system and I need to restrict a phone from making long distance calls. I'm not real familiar with the Norstar system. I have tons of experience with Nortel option 11, 61C and 81C and would just change the ncos to restrict the phone is there something simular in the Norstar system?
I found a list of the feature sets and believe I found the correct feature.
Feature 68 ? but I'm not sure what I need to do.
Any help that can be provided will be greatly appreciated.
 
Go in to system programing under sets and go to restrictions
then show next to set restrn then show filters then show change to flt 01 which ie restricted
