How to repear Windows Installer

All of a sudden discovered my Windows Installer 3.1 stop working.
This for the first time noticed in XP SP3, downgraded to SP2 by uninstalling SP3, but Windows Installer 3.1 don't work again.
Try with some advices found by Google , but without success.
Please help me to solve this problem.
Try also to install Windows Installer 3.1 over installed old one, but besides confirmation that the install was successful, not work.
MSI exe files cannot bi installed anymore.

Problem solved with:
WindowsXP-KB942288-v3-x86, installing over old one.
