How to remove IE 5.5 toolbar & folders?

I hope someone can help soon. My computers run Windows 2000 as the operating system and are networking off a Windows NT 4.0 server. Internet Explorer 5.5 is running off the server. I need to remove the Explorer Bar from IE 5.5. if possible. At the least I need to remove the Explorer Bar/Folders option--or lock it down--or something. At this point, anyone who clicks on 'Folders' has access to every directory and file on the computer.

I am locking down using System Policy Editory but there doesn't seem to be mention of these options.

Any suggestions?

May I ask one question: Why are you running IE off the server?
 
I'm not running IE off the Server. I was running IE off the server because we could not get a filtering software known as we-blocker uninstalled without it adding a manual proxy server. Unfortunately, no matter how many times I removed the manual proxy server, it would put itself back as soon as I locked everything back down. So I gave up and tried to run the IE that was not affected by we-blocker off the server. Now I have given up and reinstalled we-blocker so I can run IE off the workstation. Whew! 'nuff said.
