How to recruit calls? I Need 1/10 of all calls

Does anybody know a good way to reroute calls to a IVR type machine (Probably a Dialogic card on a E1/T1)

After the reroute I'll make a new call to the original number and transfer the call.

I need a method to do this on all types of Meridian Pbx.

Can't say I fully understand what you are trying to accomplish. What is your connection from the PBX to the IVR?
We have a Nortel Opt81C with lineside T1 cards which connect to the IVR (dialogic cards). We have all 24 ports on each T1 built as ACD agents in a queue. Calls come in on toll free numbers, hit an IDC entry which points the call to the IVR queue, the call is then answered by the IVR agent. The IVR has the ability to transfer the call.
 
the routing is simple, i would reroute inbound did via ld 49 idc, or inbound auto term via atdn.. either will leave current numbers alone and grab the call before the switch normally routes.. the approach depends on the inbound call route type and really that is about the only determining factor

Maybe I haven't been clear enough. The connection between the PBX and the IVR is made through a lineside T1(E1) card. All 24(30) channels are connected.
But that is not the issue!

What i need to accomplish is a method of routing 9/10 off alle calls one way, and the rest another way. (towards the IVR)

How do I "split out" a portion of all calls?

do you have symposium? or a mica card?

At some PBX locations there is a Symposium server (Symposium Express normally) but not on alle sites.

I'm in the dark about what a mica card is?

merridian intergrated call anouncement, but it has some very basic front end routing.. i would either overflow calls to or from the ivr.. without a sym server, front end, you can't really load share to that point.. a route or hunt group to the ivr will limit the total calls traffic..
