How to provision an ARS NPA for toll and non-toll for extended dial

Please review this and make suggestions accordingly.

I Have a G430 Media Gateway PBX S8300 / release cm5.2

This acct is in the Tampa Bay Area and 813 is the HNPA
All calling to 1727 can be toll (with the 1) or can be extended call non toll! (10 digits without the 1)
I have provisioned this as followed

1727 rp-3 (dials out as a toll call) This is my entry for all 1727 calls

1727367 rp-1 (deletes the 1) This is an example entry for all 1727xxx local calls that are free.

The problem with this is that every time a new nxx is added to 1727 I get a busy until I add it in the ARS table as 1727nxx.
Is there a way that I can change 1727 to hnpa and provision my rp differently? There are about 52 nxx entries that are free within 1727 npa. All of the rest are toll. I did accomplish this in the past using Nortel FCAS tables on a previous OPt 11.
ANy help or suggestions are welcome and Thanks in Advance!
 
Can you place a toll call to a local number. Where I am you cannot so we put two entries in 1727 and also a 727 in your example and let the users dial the correct number.

Thanks for the recommendation. I did think of this but there is a standing rule with this company that wants it users to dial 9,1-npa-nxx and let the Avaya
route the call if it needed a 1 or not.
I also can see your view....(with the 2 entries), if it gets blocked with the 1 then the user dials it without the 1.
Time Warner has this PRI-span, If it was Verizon, as I understand it, they handle all the extended dial to 727 transparently without any impact to the customers PBX.
