How to overflow outgoing calls to 2nd provider? 1

I'm trying to setup our IP office so users can dial for an outside line, and it will use one of our 2 VOIP lines if they are available, otherwise the call will go out on our PRI.

We already have ARS 50 setup for the PRI, this works fine
We already have ARS 51 setup for the VOIP, this works fine,
if 3 people try to use VOIP at the same time, the 3rd person gets WAITING-FOR-LINE

I tried setting the alternate route of ARS 51 to use ARS 50,
but it doesn't work.

Instead of "WAITING-FOR-LINE" or placing the call on the PRI,
The phone just shows "Incompatible" for the 3rd person trying to call out on ARS 51

Is something else required to get alternate route to do what I want?
Is there a better way to do this?
 
at the very bottom of your main ARS, did you define your alternate route?
 
That is what I was missing, It is working as expected now.
