How to open up Port

I'm new to Networking and am in need of some assistance. I need to open up port 515 on my firewall so that it can be accessed from the outside. My people are telling me that they suggest using these two masks:

129.71.2.xxx 255.255.255.0
129.71.3.xxx 255.255.255.0

After logging into the Pix firewall, go into:

config terminal
access-list acl-outside permit tcp any host IPADDRESS eq 515

This will create an access list for the ip addresses that you have accessible from port 515. Hope this helps!
