If I'm reading this correctly I think your answering your own question here with your first line...
If you have one client set to leave a copy of messages on the server then you setup another client with the same account it will indeed download all the messages again.
If you want to avoid this situation then you would need to turn of the 'leave a copy on the server option'. If your using Outlook and you found you needed the old messages on the new client you could always export to PST on the old client and import that on the new, saving you the issue of the messages being downloaded all over again.

It get messages from the server even if I export to new cliente. Even if I use the same PST. Seems outlook doesn´t understand the messages in the pst are the same as the messages there are in the server.
It won't do... your new client (even with imported PST mail items from the other client) will still present itself to the server as a new client with a different service identifier as it were so you will still get a copy of the messages that the previously left on the server.
This is not down to Outlook, it's down to the server seeing the new client as just that... a new client and so not knowing that you have downloaded those messages before.
