How to make Terminal Server user see all user session Printers?

I used to have my Terminal Server replicate with my DC so essentially it was my second DC. In this scheme, members of Print Operators in the Domain were able to *see all user session printers*. This would allow user A to print to user B's printer.

Following advice of members here, I have my Terminal Server now as a standalone and it does not replicate with the DC. Users authenticate/connect to it through RDP now. The problem is, I cant have user A print to user B's printer anymore because he does not see any printers but his own session.

I made user A already a member of the domain's Print Operators, then I tried making him a part of the local Terminal Server's Print Operator, now I even made a seperate Global group called Print Masters and still he cannot see any printers but his own. What gives?
 
bump again...? User authenticates on domain through Terminal Server session. User is member of Print Operators on Domain (Active Directory) *and* member of Print Operator on Terminal Server local machine. Cannot see any printers EXCEPT if I make him Domain Admin or Power User! What's the deal?
 
That is by design.
