How to make dashed stroke around image?

Hi all,
I'm trying to place a dashed stroke around an image. It was originally done in Photoshop. I opened it with Illustrator and tried to convert to objects and also flattening the image, but with neither option can I put a stroke around the image. I increase the stroke size, but nothing happens.
What am I doing wrong here?

try double clicking on the stroke tab, you'll get a dashed line options, just fill in there the spacce you need between the gaps.

you need to draw the path using illustrator though...
