How to: Login security warning banner

I have been asked to add a warning banner that the users click "OK" on before logging in. What is the best way to implement such a banner?

You can also add a key via registry to put the text right on the username/password dialog box (instead of a popup as with the GPO)

In GPO, (download GPMC, its much better), computer settings > admin templates > system > logon > Display Warning Messages to Users upon logon....or something like that.
