how to Install and Register CDO ?

We have a customized standard server installer that is missing whatever it is that registers the CDO libraries. If we try to manually register CDOSYS.DLL we get 'loadlibrary("c:\windows\systems32\cdosys.dll") failed - the specified module could not be found'. To state the obvious, cdosys.dll is there, we're assuming it's looking for something else also.

I believe this is all installed with outlook express/IE but our custom install does not install outlook express.

Anyone know what we're missing.
