How to inherit changes from linked worksheet?

Hello,
I have 2 worksheet in an excel workbook. The second worksheet is linked to the first worksheet.
Periodically I need to insert/delete rows in the first worksheet. Ideally when this happens I would like the second worksheet to reflect this automatically.
Is this possible in Excel?

Can you explain what you are trying to achieve overall? Like, why are you linking 2 sheets this way exactly?

The first worksheet contains a list of GL Codes and descriptions.
The second worksheet uses these GL Codes and has extra columns for inputting actual data, budgets and other calculated formulae.
The reason for 2 separate worksheet is so that 3rd and subsequent worksheets may be added using the GL codes on the 1st worksheet as "drivers". As GL Codes are added/deleted - the change needs to be reflected in the other worksheets.
