How to increase Performance of SQL Procedure? 1

We have running SQL Server as backend, HTML front end and Servlet middle tire.And Server is IBM Server xSeries 200.
1 Ghz Processor and 264 MB RAM with Schezy Hard Disk.Main problem is when we process any report on the server with SQL server procedure its processor is 100% utilize and take more time.It take half time compare to 500 Mhz celeron 256 MB RAM desktop M/c.Means only 50% higher performance.
 
I would think that the stored procedure is creating loads of temporary tables or something.

Also to note:

THE MAJORITY OF PERFORMANCE ISSUES ARE THE CODE THAT ACCESSES THE DATABASE, NOT THE CONFIGURATION ITSELF.
