How to export/import users without connecting two domains

We have two different domains in two locations. They don't connect to each other. However both sites are for same clients to access using TS. We would like to export all users from the domain A to domain B. I tested it using CSVDE. I changed the dc=domainA to dc=domainA and dc=com to dc=local. but when I try to use CSVDE to import, I receive this error:
Add error on line 2: Invalid Syntax
The server side error is "The parameter is incorrect."

Do you know any easy way to export/import users from one domain to another one?

The users would be easy, but you will NOT be able to do passwords.

As for the error, it sounds like a syntax issue.
