How to establish a forum, or discussion board? 1

Hi,
I am interested in establishing a discussion forum just like the forum here (

http://www.tek-tips.com).

Would anyone please tell me where I should start from? I am learning XML and Java programming recently. To build up a forum, what kind of knowledge or skills should I have?
