How to email a vector file using PSP?

I have reviewed a previous (closed) thread that helped me understand why I'm having trouble doing this (

Apparently you cannot send a vector file using Corel PSP, because the vector image, when saved in EPS format, merges down to form a raster layer, with no other option. Argh!!!

So, if I must buy a product which allows me to send a vector file -- one that doesn't first merge and convert to raster -- which is the cheapest way to go?

Saving as a Windows Metafile (WMF) will retain the vector format.
