I have an Internet connection at 128 kb/s (ISDN).
Now if I would like to see a video from a web site then I get Low Quality Video which I later can view with Microsoft Media Player from a .DAT file in the temp folder.
My problem is that I do not know how to change the settings in the Microsoft Media Player or otherwise so that I can get High Quality Video.
It looks to me that only those with good broadband connections seems to get high quality videos.
Thanks.

No, this is from any web site which has a video.
On some you can take a test to test the connection rate.
Thanks.

so nothing to do with administering IIS webservers then which this forum is for.

Your question should be asked in the forum for the OS of your machine.

but Tools -> Options -> Performance.
