How do I set up an image such that when I place my mouse over it, the image enlarges? Is that a rollover action? Do I need to create two of the same image, one being larger than the other and create a rollover?

Yes

I tried creating 2 of the same image, saved them to web from photoshop with different pixel sizes, such that 1 image was 3 times larger then the other. I inserted the small image into GoLive and created a rollover image to show the larger image when the curser is over it. When I view it in my brower I can tell that the image has changed, like it should, but the image does not enlarge at all? I want to create a whole page full of images that inlarge when someone puts there cursor on it. Can someone tell me how to acheive this???

Thanks

Hmmmm..... Do you have widths and heights defined for the original images? Because if you do the roll over image will be resized to same size as the original.

Once you remove the widths and heights you may have another problem. Since the over image is bigger the content around it will move to make room for the larger image. Both images should have the same pixel dimensions to avoid the content shifting problem.

It may be helpful if you could put the page online somewhere so we can see it.
