How to Disable Transfer Recall on IPX

Hello, I'm looking to disable the transfer recall feature on an NEC IPX. I specifically want to be able to transfer to a station blind without the PBX knowing better and performing a recall if the target station is invalid or nor programmed. I see where people talk about the timer for this, so do I just set the timer to 0? Thanks!
 
In most cases the station is forwarded to VM. The call forward no answer timer is set a little less than the transfer recall timer so it does not conflict. If the station is not forwarded it should recall.
 
So from what I'm reading, this all makes sense. However, I'm not using a VM system. Is there a way I can disable the recall feature?
 
Try ASFC SFI 104 set to 0. Processing when the transferred station does not answer for a predetermined period of time in Blind Transfer
0 = Transferred station continuously rings Note 2 Note 3
1 = The transferred call is forwarded when Call Forwarding-Don’t Answer is assigned at the transferred station and no-answer timer expires.
Note 2: The following system data setting is necessary. ASYD, SYS1, INDEX69, bit 0=1 (according to the settings
of ASFC SFI 104)
Note 3: This data is valid when SFI 180=1 is set to the counter station.
