I tried to upgrade the IOS on my 2503 router but ran into this problem....

even though i have 16mb total in flash, it's partitioned into 2 8mb partitions. Consequently, when i try to load 12.3 IOS, i get an error that there is not enough space.

Here's the flash:

System flash directory, partition 1:
No files in System flash
[0 bytes used, 8388608 available, 8388608 total]
8192K bytes of processor board System flash (Read/Write)

System flash directory, partition 2:
File Length Name/status
1 8023460 c2500-i-l.121-18.bin
[8023524 bytes used, 365084 available, 8388608 total]
8192K bytes of processor board System flash (Read/Write)

How can I delete the partition?

I can't remember the exact syntax, but you need to do a 'del flash' and then select partition 2, or 'del flash:2'. That will erase the second partition. Then, you need to combine the two partitions into 1 with

conf t
partition flash 1

If you do a 'show flash' then you should have 1 partition total of 16MB.

you could just do "erase flash"

that'll take care of it, but you'll have to reflash the IOS code onto it..
