how to decrypt photos

hello i reformatted a while back and didn't back up the keys... i lost them... now i have pictures where access is denied. now i have read instructions that u can maybe get around it with certificatres. is it really possible? what are other ways.

 
that is very confusing, can anyone give a simpler explanation from all of that.
 
are these REALLY ENCRYPTED or do you just not got access to them, due to the reformat and different ADMIN rights? if they are then you have the answer already above, and you need to go through it that way...

if they are just access problems, then all you have to do is take over CONTROL of the FOLDER they are in...

no they are encrypted.i am the only user of my computer there for an administartor. and plus all the files have th e green text
