How to DECREASE amonut of movement with arrow key 2

Hi, using ID4, on windows 7.

my question is how to decrese the amounto of movment with the arrow key. Say I have text box and want to move it right or left and with arrow keys seems like I get '1 pixel' for each press....but what I wanted to get less than that?

it is i the units and increments section on the left hand side of the panel.

There you will see the cursor key options
 
Yes. I see it. and works well. I just didn't associate the 'cursor' key with 'arrow' keys.

last thing: is there a way to do this adjustment with a keyboard short cut without going into preferences? Say I just want to ajust one or 2 things without changing it globally inside preferences.
