How to create a browser toolbar in VB.NET???

Can someone help me in starting a project. I want to create a browser toolbar... like the ones from google.. or yahoo.. i will give the source code away @

I have seen tutorials for it in C but.. i dont know C.. and i dont want to learn it just to create a toolbar.

Can someone help me... point me in the correct direction.
