Typically, the DBA creates an account (repos_manager, for example) and grants the rolls required to manage the repository. A successful install usually means that has been done.
The repository manager then logs in with the repository management software and creates repository users (they should already have a database account.)
If you're using Oracle 9i, you'll need to use Designer 9i rather than 6i.
