How to configure my PRIs so the carrier can loop them?

Evvery time I have a PRI problem the vendor says they cannot loop the CSU (integrated in MM710 cards) and lays the problem on me. what parameters need to be configured on the ds1 so they can loop it?
 
You need to have the little fire cracker thingy installed between the CSU and the network:

700406101 1 DS1 LOOPBACK JACK 700A RHS

Why would you need a Loopback Jack if you have the internal CSU turned on

So you can 'turn on' the Avaya loopback jack and test from where it plugs into the smartjack (T-1 provider) all the way to the DS-1 card.
 
I can see that use of it but 9mmgeek is saying that telco can not loop the internal CSU from the office

the OP said vendor, not provider.
vendor = Avaya/Avaya Authorized BP
provider = telco

so i guess we need some clarification. is it the T-1 provider or the CPE vendor?
