How to change the wait for dial-tone after hookswitch transfer

We just moved our 911 center to a new building. Several analog "admin" lines made the move too. These lines are used for non-emergency calls to 911. They are also used to make calls out. The numbers were moved from a Definity to an Aura system. In the old system, when an incoming call was being transferred there would be a brief pause before there was dial-tone and a call could be made. In the new system however, when a call is transferred there is a long pause of about 3-4 seconds before you get dial-tone. During the wait for dial-tone there are 4 beeps. While it appears that if the dispatcher waits out the 3-4 seconds they can transfer calls just fine, this is not ideal. I am hoping to find a way to reduce the wait for dial-tone to a more reasonable time. Thanks.
