Hi, Question is How to change LEADING for paragraph without afffecting others paragraphs in front of it"?

Say I have a page of written materials, and want to pick something in the middle and change leading WITHOUT affecting the page layout, etc.as now, with changing leading, the paragraphs below it 'move with it'.

I hope I'm clear on what I am trying to say. Thanks.

...leading will always move the text below, so long as it is in the same frame...

...the alternative is baseline shift in the character palette..

Yes, increasing or decreasing the leading in the same text frame will always make the text move up or down. It's all connected.

You could cheat and apply the leading to the paragraph you want and then apply space above/below to keep the others where you need them.

In my opinion you should always use space above and below. There is nothing worse than having a document that has paragraph returns for spacing. Using paragraph styles and appropriate above and below gives consistency to your document.

If you're going to increase the leading in a pargraph then the rest of the page is going to move. You have to play with the spacing if you don't want it to look like it has moved. There's no two ways about it.
