how to block user from dialing 9 0 to get long distance 1

I have a need to block users from dialing 9 and then 0 to get an operator to allow them to make a long distance call, but to allow for local area code dialing.
The NCOS assigned to these users is for local calling will changing the CLS to TLD still allow these users to dial local area code but deny outside operator access?
 
~Point SPN "0" to a RLI with a real high FRL

~Add new SPNs of 02, 03, 04, 05, 06, 07, 08, 09 to point to a RLI with a lower FRL. Now users cannot dial "0", but can dial "0+NPA credit card calls.

~Add SPNs 000,001,002,003,004,005,006,007,008,009 as SPNs pointing to a route list block that is set to LTER YES. These entries block transfers to "ext. 9000" and similar numbers.

~Check FRL of 0, 00, 011 and confirm that each is pointed to separate NET entry requiring a high FRL.

Let me be a little more specific, I do not want to block all users from being able to get the outside operator just about 8 of them.
To deny all the users from dialing the outside operator would cause me much grief.
 
There are few reasons anyone needs to dial an outside Operator and I would challenge anyone to list those.

The answer is you make those special people an NCOS that meets or exceeds the FRL on the Route List that SPN 0 points to.

Trust me, I been faced with the your issue thousands of times. I wrote the book on restrictions well before Nortel did
