You'll have to build a filter, and program it to deny whichever digits you want restricted, and apply any overrides in that digit string, then assign it to the sets. Use the "any" key to make your life easier.
Assuming you're using newer software on your system, go to Term&Sets/Restrictions/Filters to build your filter. Filters are assigned under Term&Sets/Restrictions/Set Filters.
As an example, to restrict a phone from dialing anything but 911, and local numbers,
Filter 10 (my default for this kind of restriction, you can use any filter):
Deny 1,any
Allow 911, 9911 (to allow for possible centrex code)
Don't use filters 2 or 3. 2 is the default for extensions, and 3 is the global filter. Make sure you assign the filter you choose to all service modes.
