how to backup licenses on release 11 IP Office 500 v2 1

I am going to install a newer version of release 11. What I want to get is a backup config and a backup of the licenses. Just in case the upgrade fails and I have to reset the box. I know if I reset the box (hold button on back) that the licenses are gone as well as the config. Backing up the config is easy and I have it done. But I am unable to export the licenses. When I try to: File>Import/Export>Export...> it show Configuration, Group, Short Code, and User as Available - I can check box these. But it shows Directory and License as Unavailable - I can not check box them. I can go to Tools>License Migration>... that will give me a zipped xml file. Is this my license backup? Can I add this xml file in Manager in the License tab? After a full software install?
 
In IP Office Manager, go to File | Advanced | Embedded File Management.

In the primary folder, look for files called licenses.txt and/or PLDS.xml.

Stuck in a never ending cycle of file copying.
