How to allow users the right to install software in a Terminal session

I'm trying to allow users that right to install software inside of a Terminal Session. I can not seem to find the right combination inside of the Local Security Policy.
 
Hi. Are these users logged into a Windows Terminal Server? If so..... under no circumstances would you ever allow this.

Only administrators should have the right to install software... and only when they are the only user logged into the server
 
Installing software in a Terminal Services environment is fraught with all sorts of dangers for a qualified person, never mind an end user.

Under no circumstances would I permit an end user to install on Terminal Servers. When you isde Add/remove programs or change user install, it puts the machine into a special mode, that watches the registry and records the information, to be used later when a user gets their hands on the app. If you have users still on the system then you are asking for a whole heap of problems.

in fact,let end-user have the right to install some software is very easy..you just let user account add into the admin list scope.
 
thanks guys.
I have one app that users have to install since it's profile based. I can toss the in the local admin group for the install but this will turn crazy since I'm dealing with almost 200 users.
