How to adjust output window size?

I created some animated text the other day to use as a Avitar in the forums. However, the output animated GIF file is a 640x480 size and about 15.5mg.

I cannot find a way to reduce the output size on the GIF file to a smaller size.

Is that possible to do with Premere? Would another program be better suited? I thought maybe I could do it with Photoshop, but that wouldn't import the animated GIF; it would only take frame1 of the animation...

You don;t say which version of Premiere. Can you not set frame size in the output settings?

I cannot find where to set the output settings (new user using a work computer w/this program). Every output settings that I have found either does not have the frame size or if it does it is dimmed out and I cannot change it.
 
Some CODECs do not allow variable frame sizes.

If you opt to export movie (CTRL-M from the timeline), you will see an explorer-like window asking for a file name. Click the settings button to get at the choices available.

Under General select GIF.

Under video select your frame size etc.
 
Will give this a shot when I get back to work on Monday...
