How To Add Windows Update to IE6 Tools Menu

I want to add Windows Update to IE6 Tools Menu. It is not displayed on one of our WINXP-SP1 Home Edition P/Cs I don't know how it was deleted. Can anyone help answer this question? Thanks.

right-click My Computer, Properties, Automatic Updates and check the settings to make sure it is enabled.

It is enabled. I also check the registery and NoWindowsUpdate has a value of 0. Also the date is correct.
