You shouldn't need to do that ini file modification as that is only needed for ports beyond COM9. Try renaming the PW5.PRM file in the main Procomm directory, run Procomm (the PRM file will be recreated on startup after asking a couple questions), and see if the com ports are available.
Aha, did a little more digging in the memory banks and remember this now. First, rename back to your original PRM file to restore your settings. Next, select the Options | System Options | Modem Connection menu item in Procomm. Choose the com port from the Current Modem/Connection dropdown, check the Makes this connection available to Procomm Plus checkbox, and click OK.
