How to activate port 9999

Hello,

I've installed NetIQ on a Win2003 server.
Now the connection is not possible from "outside" and if I start "telnet localhost 9999" I get the message:
Could not open connection to the host, on port 9999: connect failed.
The system ingeneer from "outside" says I have to activate the port 9999 locally.
How can I do that ?

I'm a little confused by your post...

Are you at a workstation and trying to telnet into a server on the same network?

Are you at a remote workstation and trying to telnet into the server through a router?

Are you at the server and trying to telnet back into it?
 
I'm on a server and I'm trying to telnet back to it....
 
Let me start off by saying that I've never heard of NetIQ until your post. I'm just trying to help because I don't have much to do at the moment.

I'm assuming you're trying to access AppManager (based on the port your trying to access). After poking around NetIQ's site, it appears that there is an AppManager agent and a Management Server app which communicate via ports 9998 and 9999.

Does the Management Server act as an agent as well? If not, can the agent and the server be running at the same time on the same machine?

How does communication work? Maybe the Management Server doesn't normally listen for connections and primarily just queries the agents. Are you sure that you should even be able to connect to the server from the server?
 
In order to "activate" a port, you need to have a service (like NetIQ) listening on that port on that box. Make sure the relevant services are running. Restart them if they are. Make sure you have no internal/local firewall software blocking connection attempts. Sometimes virus software will block ports as well. Make sure "localhost" is properly registered in your HOSTS file. Try to telnet to the actual IP instead, thought this really shouldn't make a difference.

 
Usually your application would need to enable the port, but sometimes this doesn't always happen. Have you tried update the services file under the system32\drivers\etc folder. Try following the syntax and add your app at port 9999.
 
you need to have access to the port, and you need to have something responding on the port.

So start from the top and check if the port access is alloved all the way to the server and on the server itself.

then check that theres a service that will respond on that port on the server.

not very concrete i know, but thats my procedure when i have a similar situation.
