I have a web form with seperate Start Date, Start Month/Year, End Date and End Month/Year that I need to validate the dates entered. The validation routine will consist of checking for correct date (not Feb 30), leap year, and that the Start Date || Start Month/Year occurs prior to the End Date || End Month/Year.

The easiest way is probably to put them in a select box - saves needless typing, and errors from bad users.
