How do you turn on the feature where it show you the previous command

Windows 2000 and 2000 server
Start --> Run --> command

How do you turn on the feature where it show you the previous command that you type on the DOS window.
I did tried the UP-ARROW, DOWN-ARROW, LEFT-ARROW, and RIGHT-ARROW, but nothing showed up. In other Windows 2000 professional, it did display, while others won 't.
 
Hello igortsin. Thank you for your help.
I did Start --> Run --> doskey PRESS OK BUTTON
It still does not give me the last command typed in.

I then type in "doskey" in the DOS command window. It accept the command, but when I presses all four arrow key, the last command won 't display.

I did press the function key "F3", but it did not work either. Maybe the solution is in the registry. What do you think ?
