to the Attendant (console) on a per phone basis?
 
Ok. How do you restrict a phone (just 1) so that any call that is transferred goes to the attendant? thanks.
 
are you trying to stop this phone from transfering any calls?

What model of phone?

Can this phone make LD calls?

Can this phone make local calls?
 
Still not clear! are trying to stop the extension to transfer the call or you want that any one transfering the call to that extension goes to operator?

I want to know this so that I can restrict a phone in this manner but at the same time I'm trying to troubleshoot a phone that is having this problem (i.e. all calls are transfering to the attendant).

You can restrict a phone from initiating a transfer in 2 ways. XFD (XFer Denied) which is just a flat-out block (you get reorder tone if you try) and XFR (XFer Restricted), which sends the call to the operator if you try to transfer.

However, I belive these CLS options are only available on analog phones...
