How do you create a phone that forwards to voice mail with no rings

I have an 61C with 4.5 and AVST CallXpress. I need to create a dn that people can call internally that when dialed goes right to voice mail to play an announcement. I have the CallXpress part set up, but can't figure out how to make the calls go to it. It does not have to be a physical phone.

i would use an ACD....

acdn xxxx ( new DN number )
mwa yes
maxp 1
ncfw yyyy ( voice mail access DN )

also you will need to build a mail box using the same number as your new acd DN
