How Do You Auto Reply Without Out Of Office Assistant

What do I need to enable to have an auto reply to global email addresses from an individual mailbox? I need a server reply, it seems that this stopped working with Exchange 2003.

I do not wish to turn on for everyone just an individual and maybe two more.

I know that at the client-level you can create a server-side reply from the rules and alerts option.
 
I find that too, but there seems to a configuration on the exchange server that needs to enable this to work.

In global setting you need to allow automated replies to the internet. THen a server side rule should do it.
